Allen Gutierrez is national executive director of The Latino Coalition (TLC), one of the largest and most effective Latino advocacy groups in the nation. Since taking the helm in 2008, Allen has helped TLC to become a robust and growing network of 1.2 million Hispanic business owners and over 90 coalition partners. These partners include Hispanic chambers of commerce, faith-based groups, health and education organizations, immigration advocacy groups and international trade organizations.
Allen also founded the Maryland-based MCA Group, which focuses on federal- and private-sector procurement, special events management and multicultural marketing.
Prior to starting his own company, Allen was the chief operating officer of the United States Hispanic Chamber of Commerce (USHCC). He served on the national organization’s senior management team at a time of tremendous growth. Among the organization’s accomplishments were record-breaking partnerships with corporate America as well as high-level participation from membership at the annual and legislative convention.
Prior to joining USHCC, Allen was senior adviser to the chief operating officer for the U.S. Small Business Administration, as well as senior adviser to the Office of International Trade. Allen was part of the senior team that executed the U.S. president’s management agenda, helping to create a more transparent and results-orientated agency. He also was a member of the Executive Resource Board that advised the administrator on senior management matters.
During his tenure in the Office of International Trade, one of Allen’s chief accomplishments was his service as key representative for the Small Business Administration during the Dominican Republic-Central America Free Trade Agreement negotiations. He also coordinated and executed bilateral agreements within the Asia-Pacific Economic Cooperation forum and the Organization for Economic Co-operation and Development.
Prior to his government service, Allen was a regional director for Aetna Financial Services in the Emerging Markets Division. He was responsible for sales and branding of the Aetna product to the Latino marketplace in southern California. Allen connected the Latino market with retirement planning support. His strength and knowledge lead to first-year sales of $5 million.
Before that, Allen was an account manager for Great West Life & Annuity.
Allen is treasurer of the Hispanic Lobbyists Association and is a member of the board of directors for the TV Parental Guidelines Monitoring Board as well as a member of the U.S. Senate Republican Task Force on Hispanic Affairs Advisory Board. He is a past chairman of the State of Maryland Commission on Hispanic Affairs.
Born in San Jose, Costa Rica, Allen immigrated to California in 1974, after which he achieved his dream of becoming the first child from both sides of his family to be accepted and graduate from an accredited four-year college. Allen earned his Bachelor of Arts in political science with a minor in business administration from the University of Southern California.
Allen and his wife, Lilia, have three children and reside in Maryland.
